I would think that an appropriate response would be to interfere with their flights in international air space. Can unmanned drones be used to interfere with Russian operations by simply getting in their way?
I would also think that the next time a Russian fighter gets close enough to an American drone to clip it's propeller that the drone operator will attempt to inflict more than incidental damage on the Russian fighter.

They can, we can also increase our normal shadowing of their military aircraft in international airspace in other regions.
